The cutting is the easy half. Trimming a marked moment into a vertical clip with burned-in captions takes a few minutes in any editor, and plenty of tools will do it in one click. The expensive half is deciding where the in-point goes, which means reconstructing what happened across six hours you were too busy playing to remember. Most answers to this question describe the export step and skip the step that eats the evening.
So the useful way to shop for a solution is to ask which half it solves.
Clip while you are live
Your streaming platform has a clip button, and Twitch lets you hand that permission to mods and trusted viewers. This is the cheapest option there is, and it works because someone was paying attention at the right second.
What it misses is everything nobody flagged. The bits you want three weeks later are usually the ones that seemed ordinary in the moment: an offhand explanation, a story that only got funny in retrospect. Live clipping has no way to go back and get those.
Scrub the VOD yourself
Open the recording, run it at 2x, watch the audio waveform, mark things. This is what most people actually do, and it works.
The cost is real, though, and it repeats every week. Editors who work on long-form footage tend to report the same split: the assembly is fine, the selection pass is what runs long. You are not slow at editing. You are spending your time on a lookup problem that happens to require watching video.
Use noise as a stand-in for interest
Chat message rate, audio peaks, subscriber and donation alerts. Any of these can be pulled into a rough timeline of where the room reacted, and for reaction-heavy content it is a surprisingly good filter.
It breaks in a predictable way. Anything whose value is not correlated with volume stays invisible: a quiet explanation, a good answer to a question, a moment that landed with a small audience that does not spam. If your chat is thin, this route gives you almost nothing.
Hand the VOD to an auto-clipper
A whole category of tools now takes a full stream and returns candidate short clips, already reframed to vertical and captioned. For fast-paced gameplay with an active chat, the candidates are often decent.
Two costs come with it. You are accepting someone else's definition of interesting, tuned on other people's channels, and you still watch every candidate to throw most of them out. Many of these tools also want the whole file uploaded to their service before they will look at it, which for a terabyte of VODs is its own project.
Make the archive searchable by what happened in it
The other approach treats this as a retrieval problem. Instead of asking a tool to guess which parts are good, you index the footage once and then ask for the moment you already have in mind: the part where you talked about quitting the day job, the run where the boss fight went wrong. What comes back is a position in the timeline with the surrounding context, not a ranked list of guesses.

The same is true if your content is scripted, because you already know where the good part is: you wrote it, and you can jot the timecode as you go. A notes file open on a second monitor beats every tool on this page for people whose real problem is that they forget to write things down.
The tooling starts to matter when you have more footage than memory. That is usually somewhere past a few hundred hours, or the moment you hire someone whose job is to find things in a library they were not present for.
Which half is your bottleneck
Time yourself once. Do a normal clipping session, and split the clock into two numbers: how long you spent looking, and how long you spent cutting. If cutting is the bigger number, an editor or a one-click export tool fixes your week. If looking is the bigger number, no editing tool will help, because you are already fast at the part it speeds up.
